RANGON, Myanmar- Myanmar reaffirms commitment to working with UN on Rakhine

Myanmar has reaffirmed its commitment to cooperate with UN Special Envoy for Myanmar Christine Schraner Burgener in finding a sustainable solution for the humanitarian crisis in Rakhine State, according to a senior official. 

U Hau Do Suan, Myanmar’s permanent representative to the UN, told the UN General Assembly on Wednesday that the country is committed to working with Burgener on the Rakhine crisis. The envoy said the Myanmar government appreciated Burgener’s impartiality and constructive engagement in performing her job.

At the 74th UN General Assembly on Wednesday, the Third Committee (Social, Humanitarian, and Cultural) continued its debate on the promotion and protection of human rights.

During the session, Burgener introduced the report of the secretary-general on the human rights situation in Myanmar.

In his comments on the report, U Hau Do Suan highlighted Myanmar’s cooperation with UN agencies, the Association of Southeast Asian Nations, and international non-governmental organisations in addressing the Rakhine crisis.

“The most urgent priority of government concerning the situation in Rakhine is to address the humanitarian issue and to implement the repatriation of displaced people as soon as possible,” U Hau Do Saun said.

He strongly rejected allegations made by UN Special Rapporteur Yanghee Lee and the Fact Finding Mission reports.

He said Lee lacked objectivity and disregarded the sentiments of the Myanmar people, which had caused misunderstanding, mistrust and more polarisation among the country’s diverse communities.

Also on Wednesday, the UN Independent International Fact-Finding Mission (FFM) on Myanmar called on UN member states to remain vigilant in the face of the continued threat of genocide.

The FFM said Myanmar is failing in its obligations under the Genocide Convention to prevent, to investigate and to enact effective legislation criminalising and punishing genocide.

The FFM said in a statement that serious violations of human rights and humanitarian law have been committed in both northern Myanmar and in the context of the continuing conflict between the Tatmadaw (military) and the Arakan Army in Rakhine.

“This confirms our previous conclusion that the cycle of impunity enables, and indeed fuels, this reprehensible conduct on the part of the security forces,” FFM chair Marzuki Darusman told the general assembly.

U Hau Do Saun rejected the accusations. “The FFM reports are one-sided and inaccurate,” he said.

He complained that the FFM never condemns the well-documented atrocities committed by the Arakan Rohingya Salvation Army that resulted in the deaths of security personnel and hundreds of innocent people in Rakhine, including a hundred Hindu villagers, in August 2017.
