As of Tuesday afternoon, nine more cases of COVID-19 in the Philippines have been announced by the Department of Health (DOH), bringing the total number to 33.
The DOH and the Duterte administration have repeatedly urged the public not to panic, to stay calm and to listen to health authorities in the face of the outbreak; it is a valid appeal that must be heeded. But it would help matters so much more if the government itself were more straightforward and less confused and confusing in its actions and pronouncements.
Despite the public presentations and press conferences that have followed since the official declaration of a state of public health emergency last Monday, for instance, no explanation has been offered for why that declaration by President Duterte was made nearly three weeks late.
Health Secretary Francisco Duque III had recommended the move as early as Feb. 21, when the Philippines had only three COVID-19 cases; Mr. Duterte approved it only on Saturday, March 7—and, in a further delay, Malacañang let the weekend pass before releasing the official memo.

Patuloy sa pagdami ang infected ng COVID-19. Ayon sa Department of Health (DOH), 49 na ang kabuuang bilang ng COVID-19 cases. Sa ka­bila na tumataas ang kaso, wala namang balak ang pamahalaan na i-lockdown ang Metro Manila. Wala pa raw sa lebel para magdeklara ng lockdown. Ayon sa Department of Interior and Local­ Govern­ment (DILG), magdedeklara lamang ng lockdown kapag ang code red ay iniakyat na sa sublevel 2 o mayroon nang community transmission. Kung magpapatupad ng lockdown, 14 na araw ang ita­tagal dahil ito ang incubation period ng virus. Pero ayon kay Año, gagawin lamang ito sa kung kailangang-kailangan o sa worst case scenario.

Pulling together to counter coronavirus

The coronavirus outbreak is causing panic and self-protective actions around the world that are anything but pretty. At the geopolitical level, the Covid-19 epidemic has led to a spat over travel restrictions between fractious neighbours Japan and South Korea that has earned them a rebuke from the World Health Organisation (WHO). The world body said the two North-east Asian nations’ tit-for-tat travel restrictions were not helpful to resolving the crisis.

At the personal level, fear has led to ugly episodes of racism. In London, a Singaporean student was attacked by a group of Britons, one of whom said he did not want “your coronavirus in my country”. In New York City, on a subway train, an African-American was seen spraying an Asian man with air freshener to get the latter to move away. Fear and panic have also led to selfish acts of self-protection. In Sydney, three women were seen in a video fighting in a supermarket over toilet rolls, the supply of which has run low there. One of them told one of the other two women, who had a trolley full of toilet rolls, that she wanted just one pack. The woman replied: “No, not one pack.” New York has seen thefts of masks and medical equipment from hospitals that were meant for front-line healthcare workers. Another instance of bad behaviour the crisis has brought out is the opportunistic price gouging, with prices of masks and hand sanitisers, among other items, going through the roof.
