In the debates and deliberations on the recently-signed act simplifying procedures for local adoptions, one figure’s presence loomed large in the background.
That figure is none other than Sen. Grace Poe, the adoptive daughter of the late action movie king (and presidential aspirant) Fernando Poe, Jr., and still reigning movie queen Susan Roces. Senator Poe was found while still an infant in the baptismal font of a church in Jaro, Iloilo, and, through a network of family friends, was adopted by the movie star couple.

For a country with a rapidly growing population that gives rise to increasing poverty and neglect of children, the Philippines would do well to give priority to easing the rules governing the adoption of thousands of neglected children. The arrival of a wanted child would be a much-desired outcome for people seeking to complete their family. But adoption also cuts the other way: it also means giving a child a loving family.

EDITORIAL – Importing galunggong
In the 1986 snap presidential election that preceded the people power revolt, the steep price of galunggong, considered the poor man’s fish, became one of the rallying issues for the forces ranged against the dictatorship of Ferdinand Marcos.
This time, with general elections approaching, galunggong or round scad is back at the center of controversy. Citing the damage to fisheries inflicted by Super Typhoon Odette as well as decreased production because the fishing season is closed, the Department of Agriculture has approved the importation of 60,000 metric tons – 60 million kilos – of small pelagic fish including galunggong, sardines and mackerel within the first quarter of the year.

Consumers want a steady supply of fish at reasonable prices. The low-priced galunggong is a staple in many Filipino households, especially amid the financial difficulties arising from the COVID pandemic. This food need, however, must be balanced with the protection of the livelihoods of Filipino fisherfolk. Imported competition must not aggravate the impoverishment of small-scale fishing communities.

MARAMING kapaki-pakinabang na batas ang dapat ay inuunang ipasa ng mga senador. Batas na makakatulong sa mamamayan kung paano pauunlarin ang sarili at nang makatulong sa bayan. Pero hindi ganito ang nakita ng mga senador na nagkandarapa para maipasa ang Vape Bill o ang Senate Bill No. 2239. Ipinasa ang panukalang batas noong nakaraang Disyembre 2021. Mas inuna pa ito kaysa lumikha ng batas na makakatulong ngayong maraming apektado ng pandemya. Kahit saang anggulo tingnan, walang makitang magandang dahilan para unahin ang panukala ukol sa vape. A fresh approach to preserving heritage

The announcement that Fort Siloso is a candidate to be gazetted as a national monument is a timely one as Singapore commemorates the 80th anniversary this year of the fall of the island during World War II. There are several firsts associated with this announcement. The 19th-century fort will be ushered into its new status under the newly amended Preservation of Monuments Act. Among the changes to the Act are clauses expanding the definition of monuments to include spaces as well as structures, paving the way for sites such as the Padang and Fort Siloso’s multiple structures to be preserved.

The amendments also give the National Heritage Board (NHB) new enforcement powers to protect monuments from unauthorised works and to punish any infractions. The public can also now offer feedback on any proposed monuments. This carrot-and-stick approach to preservation is an evolution and offers a more nuanced way of preserving the country’s built heritage. Legal powers give the NHB muscle to protect valuable historic sites and mark the state’s commitment to preservation with rules that are in line with international practice.

PM needs to be proactive

Another protest by a major civic network has reiterated how the Prayut government has failed to resolve land and forest conflicts.
The People’s Network for a Just Society (P-Move) took to the streets of Bangkok for a rally on Jan 20, revealing how several solution-making processes in the country have become dysfunctional.

Instead, Gen Prayut needs to be more energetic and creative by garnering help from civic society and academics on difficult issues, with a view to putting in place end-result strategies
It’s necessary for the PM to step out of his comfort zone and seek a modus operandi that has some hope to resolve the nation’s chronic problems. But first of all, he has to prove he has the political will to tackle them.
