MANILA, Philippines — The Presidential Anti-Organized Crime Commission (PAOCC) called for an investigation into allegations that former Bamban mayor Alice Guo may be involved in Chinese espionage activities in the Philippines.

PAOCC executive director Gilbert Cruz acknowledged the importance of looking into such claims, but emphasized that the commission’s focus remains on building strong cases based on verified evidence.

“We need to investigate these claims because, to be honest, our primary focus is on developing solid cases. We’re thoroughly reviewing the documents,” Cruz said in an interview over dwPM yesterday.

He added that the PAOCC will coordinate with the Armed Forces of the Philippines and foreign counterparts to verify the allegations.

On Sept. 27, during a House of Representatives hearing on Philippine offshore gaming operations (POGO), a documentary was released by Al Jazeera that suggested Guo was a spy for China, based on an interview given by tycoon She Zhijiang who is a self-confessed Chinese spy currently detained in Thailand.

Regarding the documentary’s claims, Cruz said it was the first time he had seen some of the documents presented, including those allegedly linking Guo to espionage.

He stressed the need for further investigation to determine the authenticity of the documents.

“It’s a big issue if she’s really a spy, which would mean we’ve been infiltrated by such individuals,” Cruz said.

At the House quad committee hearing on Friday, Guo denied She’s allegations and angrily said she did not know him.

Asked by PBA party-list Rep. Margarita Nograles why she got angry, the former mayor replied, “They are saying I am a spy. I love the Philippines. I am a Filipino. I am not a spy.”

While the documentary raised concerns, Cruz remained cautious about drawing conclusions, pointing out that She has his own legal issues.

“We don’t know if they’re telling the truth or spreading propaganda,” Cruz said of She, emphasizing the need for a thorough investigation.

He also mentioned that Guo is facing other cases, including non-payment of taxes, and that the commission is preparing more cases based on the numerous documents they have received.
