His Excellency Hun Surithy, Deputy Governor of Phnom Penh, has requested that authorities, forces, and owners of condos, apartments, hotels, guesthouses, and rental houses work together closely to control the presence of foreigners by ensuring that all foreigners residing in Phnom Penh are legally residing.

This request by His Excellency Hun Surithy was made while presiding over a meeting on the promotion of work to control the presence of foreigners to owners and managers of condos, apartments, hotels, guesthouses, and rental houses in Phnom Penh on the afternoon of February 6, 2025, at Phnom Penh City Hall.

His Excellency Hun Surithy stated that the purpose of inviting owners and managers of condos, apartments, hotels, guesthouses, and rental houses to this meeting is to disseminate the content of the management of the presence of foreigners to ensure that foreigners staying at business locations are all legally residing, have no crimes, and are not fleeing to hide.

He added that owners must avoid being accused of being complicit in covering up crimes or hiding foreigners illegally residing in Cambodia.

His Excellency continued: “The Phnom Penh authorities truly support your business opening, but we also do not want to see you engaging in illegal activities, such as renting business premises to open as illegal gambling venues or harboring illegal foreigners.”

In order for owners and managers of condos, apartments, hotels, guesthouses, and rental houses to be exempt from legal penalties when foreigners come to rent, they must report to the FPCS system, which is a data management system for foreigners throughout Cambodia.

Complete administrative procedures by getting a stamp from the commune with a clear contract stating how many foreigners are staying, how many days, months, etc.

If owners do not follow the instructions above, when there is a problem, they may face legal action
