ASEANEWS-JOURNALISM | Hong Kong: ASEAN Journalists Explore Hong Kong’s Legislative Council

Hong Kong--A delegation of journalists from ASEAN and Timor-Leste has visited Hong Kong’s Legislative Council as part of the ASEAN Media Capacity Building Workshop, gaining first-hand insights into the region’s legislative process.
As part of an ongoing media engagement programme in Hong Kong, a group of regional journalists from Southeast Asia visited the Legislative Council (LegCo), the unicameral legislature of the Hong Kong Special Administrative Region, to explore its functions and legislative procedures.

During the visit, the delegation was welcomed by Legislative Council President Andrew Leung Kwan-yuen, who posed for group photos with the journalists. The delegation also received briefings from several LegCo members, including Lam Lam Nixie, Kong Yuk Foon Doreen, Eunice Yung Hoi Yan, and Ambrose Lam, among others.
The study visit was organised under the ASEAN Media Capacity Building Workshop, held in Hong Kong SAR from July 14–19. The workshop is co-hosted by the Chinese Mission to ASEAN and China Daily, bringing together 23 representatives from 20 media outlets across ASEAN member states, Timor-Leste, and Mainland China.
Professor Priscilla Leung Mei-fun, another Hong Kong Legislative Council highlighted the importance of legal understanding and mutual learning between Hong Kong and ASEAN nations.
Underscoring the value of people-to-people and institutional exchanges, Professor Leung called for more structured cooperation between Hong Kong and ASEAN institutions.

“So I think if you ask me, the most important thing is understanding and learning from each other,” she said.
According to Article 73 of Hong Kong’s Basic Law, the Legislative Council holds authority to enact, amend, or repeal laws; examine and approve budgets, taxation, and public expenditure; and question the work of the government. The Council also holds powers to endorse the appointment and removal of judges of the Court of Final Appeal and the Chief Judge of the High Court. Additionally, it may pass a motion of impeachment against the Chief Executive and submit it to the Central People’s Government.

Following electoral reforms passed by the National People’s Congress in 2021, the Seventh Legislative Council is composed of 90 members: 40 elected by the Election Committee, 30 by functional constituencies, and 20 through geographical constituencies via direct elections. The most recent LegCo election was held on 19 December 2021, with the current term commencing on 1 January 2022.
Before their visit to the Legislative Council, the ASEAN journalists also toured Cyberport, Hong Kong’s digital technology flagship. The visit offered a comprehensive look at the city’s AI and innovation ecosystem and how Cyberport leverages its connectivity advantages to support innovation and technology enterprises in expanding both domestically and globally.
