Senate probing marijuana use by Robin’s aid

MANILA, Philippines — Senate President Francis Escudero has ordered the Senate sergeant-at-arms to investigate reports that a senator’s staff was caught smoking marijuana within the Senate’s premises.
Senate Secretary Renato Bantug Jr. issued a statement yesterday following a Politiko blind item alleging that a senator’s staff had a “joint session.”

“Several news articles reported yesterday, 13 August 2025, an incident involving the alleged use of marijuana by a Senate staff member inside the Senate premises,” Bantug said.
“Upon the instruction of Senate President Escudero, I directed the Office of the Sergeant-At-Arms (OSAA) to immediately conduct an investigation into the matter,” he added.
Bantug said the OSAA submitted a report yesterday following a visit from a ranking staff of Sen. Robin Padilla, a known medical marijuana advocate. Padilla’s office was given a copy of the report, Bantug said.

Padilla’s chief of staff Rudolf Philip Jurado confirmed visiting the OSAA, but stressed it was not accurate to say the senator was summoned to explain the allegation that one of his staff was caught smoking pot.
Padilla also ordered an internal investigation, and for the concerned staff to submit an explanation in writing, Jurado said.
Actor Nadia Montenegro was alleged to be the senator’s staff suspected of smoking pot in the ladies’ room, according to an OSAA incident report. Montenegro works as Padilla’s political affairs officer.

The report said two Senate staff smelled marijuana on two occasions last month and once on Aug. 12.
Montenegro was not seen in the first incident in the ladies room near the senators’ extension offices on the fifth floor.
But she was allegedly seen by a staff of Sen. Panfilo Lacson in the ladies’ room where the alleged smell of marijuana was traced.
Montenegro denied smoking pot in the toilet, but admitted that she had a vape in her bag, the report said.
This was not the first time Padilla’s office was involved in a controversy over improper conduct at the Senate.
His wife Mariel Padilla, also a celebrity, drew backlash after undergoing a glutathione drip in the senator’s office last year.
