MANILA, Philippines — The former second-in-command of the Philippine National Police (PNP) replaced Gen. Nicolas Torre III in the police’s top leadership.
Interior and Local Government Secretary Jonvic Remulla confirmed on Tuesday, August 26, that Lt. Gen. Jose Nartatez Jr. has been appointed as the new PNP chief after President Ferdinand Marcos Jr. relieved Torre from his post, ending his three-month tenure at the PNP’s top post.
The appointment, dated August 25, was signed by Executive Secretary Lucas Bersamin.
Prior to Nartatez’s current appointment, he was the PNP deputy chief for administration, the second-highest rank in the PNP.

It could be recalled that on August 14, Nartatez was reinstated by the National Police Commission as the PNP’s deputy chief for administration, overturning Torre’s supposed appointment to him as the area police commander in Western Mindanao.
Acted beyond his authority. Sen. Ping Lacson said Torre was removed after he went “beyond his authority” by unilaterally dismissing his second-in-command.
“Normally the designation (and relief) of the members of the PNP Command Group – Deputy for Admin, Deputy for Opns and Chief, Directorial Staff should be cleared with the president or at least the ex-officio chairman of the NAPOLCOM, also the SILG (Secretary of Interior and Local Government),” Lacson said.
The former PNP chief said that even during his time as top cop, he exercised restraint despite being given broad powers by then-president Joseph Estrada.

“Even when ex-president Estrada gave me the blanket authority to run and manage the PNP during my time as CPNP, I did not exercise absolute authority over the designations of the members of the Command Group,” Lacson said.
He also pointed out that Torre’s relief from his post was the discretion of the president.
“What is important at this point is a smooth transition and transfer of command and authority so as not to hamper the overall mission of the PNP to continue maintaining peace,” the senator said.
