The Association of Southeast Asian Nations (ASEAN) and Russia have adopted a new roadmap aimed at deepening their strategic partnership, with President Marcos saying the agreements would expand practical cooperation and deliver concrete benefits to the peoples of Southeast Asia and Russia.
Speaking during a joint press approach with Russian President Vladimir Putin following the ASEAN-Russia Commemorative Summit in Kazan, Russia, Marcos said the two sides had reaffirmed their commitment to a partnership that remains “constructive, forward-looking, and responding to the evolving needs of our people.”
“As co-chairs of the ASEAN-Russia Commemorative Summit, President Putin and I welcome the productive and substantive discussions among leaders on the future direction of ASEAN-Russia cooperation, as well as on regional and international developments of common concern,” the President said on Thursday, June 18.

Marcos said ASEAN and Russia adopted several outcome documents that would guide the next phase of their relations, including the Kazan Declaration 2026, the ASEAN-Russia Comprehensive Plan of Action for 2026 to 2030, the Joint Statement and Concept Paper on Cultural Cooperation, and the Joint Statement and Concept Paper on Energy Cooperation.
“Together, these documents provide a comprehensive roadmap for expanding practical cooperation and delivering tangible results and benefits to our peoples in the years to come,” he said.
For his part, President Putin said the summit’s outcome documents enshrined the strategic dimensions of future cooperation between Russia and ASEAN countries.
He said the Kazan Declaration highlighted the commitment of participating states to building “a just and democratic multipolar world order” founded on international law and the United Nations Charter.

Food, energy security among priorities
President Marcos said summit discussions focused on strengthening cooperation across the political-security, economic, and socio-cultural pillars of engagement.
“We exchanged views on promoting peace, stability, and sustainable development, enhancing trade and investment, strengthening food and energy security, advancing science and technology cooperation, and deepening people-to-people exchanges,” he said.
Putin likewise said summit participants voiced constructive ideas on improving economic cooperation, advocating qualitative and quantitative improvements in trade and investments.
The Russian leader said Russia was prepared to continue supplying ASEAN countries with food and energy products that remain in high demand.
“Russia offers increased exports in ASEAN states of products with high added value, including fertilizers and medicines. Naturally, we’ll continue to supply our Asian friends with food and energy,” Putin said.
He added that Russia could assist ASEAN states in developing nuclear energy through state-owned nuclear corporation Rosatom, which he said could provide technology transfer, training, and applications in fields such as medicine and agriculture.

Wider Eurasian engagement
President Marcos said ASEAN and Russia also discussed developments in the wider Eurasian region and welcomed opportunities for greater engagement between ASEAN, the Shanghai Cooperation Organization (SCO), and the Eurasian Economic Union (EAEU).

Marcos said leaders recognized the potential for enhanced cooperation in economic connectivity, trade and investment, energy, agriculture, tourism, and addressing transnational challenges.
Putin, meanwhile, stressed the importance of strengthening coordination among regional organizations and creating a robust, open, and holistic security system across the Eurasian region.
Trade, transport, digital cooperation
The Russian president also called for reducing trade barriers, simplifying administrative procedures, and increasing the use of national currencies in commercial transactions between ASEAN and Russia.
He said Russia and ASEAN states were expanding transcontinental maritime and railway cargo routes and launching joint logistics services.
Putin also highlighted ongoing cooperation in cybersecurity, digital technologies, artificial intelligence, and smart city technologies, saying Russian information technology companies were ready to share their cutting-edge developments with their Southeast Asian counterparts.
Tourism, education ties grow
The Russian leader said humanitarian exchanges, cultural cooperation, science, sports, and tourism also figured prominently in the summit discussions.
According to Putin, around 5,000 citizens from ASEAN countries are currently studying in Russian universities under various scholarship programs.
He also noted growing tourist flows between Russia and Southeast Asia, saying the number of Russians visiting ASEAN countries increased by 37 percent last year, while tourist arrivals from the region to Russia grew by 34 percent.
As ASEAN chair, Marcos welcomed Russia’s continued engagement with the regional bloc and its support for ASEAN centrality and the ASEAN-led architecture.
“We remain committed to ensuring that the momentum generated at the summit translates into concrete outcomes and meaningful cooperation,” he said.
The ASEAN-Russia Commemorative Summit marked the 35th anniversary of dialogue relations between the regional bloc and Moscow and was co-chaired by Marcos and Putin in Kazan, Russia.
