LETTER: Columnist Francisco S. Tatad asks Sen. Panfilo Lacson to explain ‘budget insertion’ BY THE MANILA TIMES
It is obviously out of a sense of fairness that the editor of the Times has decided to publish a letter written by one Joel Locsin for Sen. Panfilo Lacson pointing out that some proposed insertions in the 2019 General Appropriations Act, which I referred to in a previous column, actually belong to the good senator. This is useful information, except that there was no need for this paid hack to throw cheap and unnecessary ad hominems in my direction. I understand letter sender Locsin … has not earned the right to ridicule me or my credentials.
In my column, I quoted sources at the bicameral conference committee on the insertions proposed, but respected their discretion not to name the senator-proponent/s. I did not lack the courage to name Senator Lacson, as his media officer suggests; I simply did not have the information when I wrote my column. Now that the good senator’s media officer has made that known, I will have to ask the good senator, whom I admire very much, to explain the rationale for his every proposed insertion, and how the massive total fits into his carefully cultivated image as a senator who has not profited from the “pork barrel system” in any form.
