BRUNEI- Additional economic relief package rolls out on April 1
The Ministry of Finance and Economy (MoFE) on behalf of the Autoriti Monetari Brunei Darussalam (AMBD) and Brunei Association of Banks (BAB) on Monday announced additional steps to the interim measures taken by the Brunei Government in aiding various micro, small and medium enterprises (MSMEs) and individuals affected by the COVID-19 including an additional economic relief package on April 1, amounting to approximately BND250 million in the form of deferment of principal or loan repayment and exemption of fees and charges.

PHNOM PENH, Cambodia- Government drafts law to allow for state of emergency over virus
Prime Minister Hun Sen said yesterday the government has drafted a law to allow it to declare a state of emergency to fight COVID-19.
He said at a press conference in the National Assembly he had to pursue the option of having a state of emergency in order to stop the spread of the coronavirus in the Kingdom.
“Now the draft is ready and I will lead permanent cabinet members to have a meeting tomorrow [today] before submitting it at a cabinet meeting on Friday to get approval,” Mr Hun Sen said. “I have been in power for 27 years since 1993 and I never thought I will have to use this kind of law. Now the situation in the country and countries around the world is bad because no country on earth could stop COVID-19.”

Mr Malin also rejected criticisms the government will use the occasion to arrest anti-government groups or will misuse it.

The government has briefed foreign embassies and diplomatic representatives, and international organisations in Laos to address problems they may face during the country’s lockdown to combat the Covid-19 pandemic.
Minister of Foreign Affairs, Mr Saleumxay Kommasith presided over the briefing held yesterday in Vientiane to deliver the new order of the Prime Minister on measures to stop the disease outbreak.

Jakarta. Indonesian President Joko “Jokowi” Widodo on Monday ordered a “large-scale” social distancing and said he would consider declaring a civil emergency in the face of a rapidly escalating Covid-19 outbreak across the archipelago.
“We will have large-scale social distancing and physical distancing that will be implemented more firmly, with more discipline, so it can be more effective. We might also need to declare a civil emergency,” the president said in a video conference from his official residence in Bogor, West Java.
He added at least 14,000 people have already left Greater Jakarta by buses to West Java, Central Java, East Java and Yogyakarta in recent days.
“Not to mention people who traveled by airplanes, ships and cars,” Jokowi said.

KUALA LUMPUR, Malaysia- SMEs told to list aid requests
PETALING JAYA: The government has asked small and medium enterprises (SMEs) to put forward a proposal on the type of help they need.
SME Association president Datuk Michael Kang said they were asked to provide a sectoral-based proposal during a meeting with government ministers, led by Minister in the Prime Minister’s Department (Economy) Datuk Seri Mustapa Mohamed yesterday.
“Mustapa said a decision on how the government can help SMEs will be made during the Cabinet meeting on Wednesday,” Kang told theSun.
“I am confident that at least 70% to 80% of the proposals that we will hand over to the government tomorrow will be adopted.”
Among some of the proposals are the setting up of a government fund to help pay salaries of SME employees.
Kang said the association is also seeking a moratorium on paying income tax for six months as this would give its members some breathing space for them to get back on their feet.
The association is also proposing that the government suspend employers’ contribution to the Employees Provident Fund for the time being. He said every sen his members could save would help them.
A survey involving over 15,000 SMEs found that one third or 33.3% of them have only enough cashflow for March while 37.8% could only sustain up to April, he pointed out.
The survey found that many were worried about the challenges in business operations, and have doubts about the sustainability of their businesses, Kang said.
“The biggest challenge facing SMEs is cashflow. Most SMEs are very tight in cashflow. It is expected there will be no cash inflow for at least three months due to the movement control order (MCO). Yet, we will still need to continue paying full salaries, rental and some statutory payments.”

Industry insiders say that the country’s construction sector has slowed by around 30 percent due to the COVID-19 pandemic.
“There are construction projects that have been suspended due to a shortage of imported building materials and some have been stopped temporarily due to cash flow problems. About 70pc of projects are still running as usual. The situation is not so bad yet,” Myanmar Construction Entrepreneurs Federation (MCEF) Chair U Shein Win told The Myanmar Times.
However, if the situation worsens or drags on longer than expected, more construction projects may stop, he warned.
“Health is the most important thing. Construction projects have to stop if the government calls a halt on projects as a precaution to stop the spread of the virus,” said U Shein Win.
