MULA 48 percent noong Hunyo, nag-jump sa 52 percent noong Setyembre ang mga nagsasabing sila ay naghihikahos sa buhay. Binubuo ng 12.2 milyong pamilya ang nagsabing hirap na hirap na silang pagkasyahin ang kanilang kinikita dahil sa pagtaas ng presyo ng mga pangunahing bilihin gaya ng bigas at sardinas. Ang survey ay ginawa ng Social Weather Stations (SWS) noong Setyembre 15-23. Ito ang ikalawang magkasunod na surbey na mataas ang porsiyento ng mga naghihikahos.
Kahit na hindi idaan sa surbey, makikita naman na marami talaga ang nahihirapan na pagkasyahin ang kinikita dahil sa mataas na bilihin. Dahil sa sunud-sunod na pagtaas ng gasolina at diesel, hinatak na ang presyo ng pangunahing bilihin. Hindi naman tumataas ang suweldo kaya ang nabibili ng pera ay kakarampot na. Kamakalawa, nagtaas na naman ng presyo ang petroleum produtcs kaya nakaamba na naman ang pagtaas ng mga bilihin. Pati ang pagtaas ng pamasahe at singil sa kuryente ay nagbabadya na rin.
Ang pagsuspende sa excise tax sa produktong petrolyo ang tinitingnang solusyon sa pagbaba ng presyo ng mga bilihin. Maraming humihiling na suspendihin muna sapagkat nakasaad naman sa TRAIN law na kapag umabot sa $80 per barrel ang langis, puwedeng alisin ang tax. Nasa $83 na ang bawat bariles. Pinag-iisipan na umano ito ng Presidente.
Darami pa ang maghihikahos kapag hindi nagpasya ang pamahalaan kaugnay sa pagsuspende sa excise tax. Kahit pa sinabi ng Presidente na dadagsa ang bigas sa pamilihan dahil “free for all” na ang importation nito, mananatili pa ring mataas ang presyo nito dahil ang pagtransport ng mga bigas ay ginagamitan din ng gas o diesel. Bago makarating sa mga pamilihan ang bigas, kailangang gumamit ng fuel.
Ang pinakasolusyon, pagsuspende sa excise tax. Lahat ay bababa kapag inalis ito. At hindi sana patagalin ang pagdedesisyon sa bagay na ito. Kailangang magpasya para malunasan ang paghihikahos nang nakararami.

Although they are not trade organisations, it comes as no surprise that the annual meetings of the International Monetary Fund (IMF) and the World Bank currently under way in Bali, Indonesia, have been dominated by the issue of trade tensions, which have become a clear and present danger to the global economy. Financial markets may also have finally woken up to this: On Wednesday, the US equity markets plunged, followed by a sharp sell-off in Asian markets yesterday. In the run-up to the IMF-World Bank meet, the two organisations together with the World Trade Organisation (WTO) released a rare joint report which underlined the importance of global trade integration and the rising costs of trade tensions.
The IMF’s October World Economic Outlook, which was unveiled at the meetings, presented a sobering picture. The fund downgraded its July projection of 3.9 per cent growth for the global economy in 2018 to 3.7 per cent. It cut its growth forecasts for 19 economies, including the United States, China, several Euro zone member-countries and emerging economies. Significantly, compared to the July projections, there was no upward revision of forecasts for any country or economic grouping for either 2018 or 2019. Moreover, the report cautioned that the latest projections do not incorporate the impact of further tariffs that the US has threatened to impose on imports from China and elsewhere, but which it has not yet implemented – which suggests that there is a further downside risk to even the latest, downwardly-revised projections.
