EDITORIAL- Big challenge for LGUs

Mayors and governors will have the gargantuan task this year of implementing programs and projects that otherwise should be undertaken by agencies of the national government, raising concerns on the spending capability of local government units (LGUs) at a time when the country needs to resuscitate a pandemic-battered economy and address the worsening poverty.

A lack of preparation on the part of LGUs may lead to a pernicious possibility: the bigger budgets just end up getting wasted on election spending, instead of essential programs and projects needed to help the country survive the lingering pandemic. Or for a big chunk of the money to remain unspent. As the World Bank’s Cruz pointed out: “In the midst of the country’s worst socioeconomic and health crises, unspent budgets are wasted opportunities to bring crucial services to communities that need them the most,” especially given the critical task of funding social services, health facilities, and COVID-19 vaccines this year.

EDITORIAL - Espinosa wins, again

In November 2016, Rolando Espinosa, at the time the mayor of Albuera town in Leyte, was shot dead in a police operation at the sub-provincial jail in Baybay City, where he was detained on drug trafficking charges. Before his death, he had implicated his son Kerwin together with several other individuals in the illegal drug trade.

Was the case truly weak, and why did this happen? Kerwin Espinosa and his father were prime targets of the administration’s war on drugs. Surely police and prosecutors understood the need to build an airtight case against him and his co-accused. Authorities are reportedly planning an appeal and mapping out their next legal move. They can’t afford to make it as sloppy as the one that has been dismissed.

COMMENT: KILL before Bring to Justice.. a DU30 term of Justice… When DU30 was a Prosecutor in Davao City, no wonder he didn’t bring to justice people accused of crime…. after DU30’s term as President, its advisable to review all cases he handled in Davao City for the sake of giving the right justice ..,,,

Kahapon nagsimula ang election gun ban na tatagal ng limang buwan (Enero 9 hanggang Hunyo 8, 2022). Sa loob ng panahong ‘yan puspusang ipatutupad ng Philippine National Police (PNP) ang paglalagay ng checkpoints para marekisa ang mga motoristang may dalang baril o di kaya’y mga pampasabog. Bukod sa pagrekisa sa mga baril, layunin din sa paglalagay ng checkpoints na masawata ang mga kriminal, hired killer at iba pang mga grupo na may masamang tangka sa seguridad ng bansa. Ang mga mahuhulihan ng baril ay makukulong ng anim na taon.

The Straits Times says:
US needs to heal its democratic divide

 It is disquieting that the United States cannot say with complete confidence today, that its democratic institutions can guarantee a peaceful transfer of power. Failures at multiple levels resulted in the storming of the Capitol building last year by a mob in a perverse attempt to stop the electoral college certifying the results of the 2020 presidential election. The event that tarnished a hallmark democracy and led to tragic deaths and injuries remains an open wound still waiting to be dressed. President Joe Biden’s speech last week on the first anniversary of the Jan 6 riots could mark a start. Although he did not call out Mr Donald Trump by name, Mr Biden made 16 references to the “former president” to pin his culpability in the insurrection that left five people dead and more than a hundred injured. How the US resolves the crisis will be watched the world over.

There were no new revelations in Mr Biden’s speech on the attacks carried out by Mr Trump’s supporters. Accountability still remains to be established. Criminal charges have been filed against more than 725 people. Mr Trump is not one of them although a congressional probe into his involvement in the riots is ongoing. He has refused to acknowledge his own role, although he was impeached by the House of Representatives on a count of inciting an insurrection. A Senate trial acquitted him after only seven senators from his Republican party voted to convict him.

Patients need guidance

 

As Thailand encounters the fifth wave of Covid-19 infections, clear guidance for health workers and patients is needed to avoid communication problems that can put patients at risk and undermine the government’s Covid response.

Dr Prasit Watanapa, dean of Mahidol University’s Faculty of Medicine, said the number of infections could surge to 20,000 to 30,000 by the end of this month.
