AS far as the Commission on Elections (Comelec) is concerned, it is duty bound to ensure that all registered voters can exercise their right of suffrage, including those possibly infected with Covid-19.

Commissioner George Erwin Garcia reiterated on Saturday that the only exception are those voters and members of their families who are being monitored by their respective barangay (village) and are in isolation in their homes in compliance with the health protocols of the Department of Health and the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) and as prescribed by Republic Act (RA) 11332.

“If you are registered in your barangay as [a] Covid-19 [patient], meaning you are being monitored and under isolation in your home or prescribed isolation center and cannot go out on election day, then you cannot vote,” Garcia said.

In that case, Garcia said that Comelec could not do anything because it is the call of the health authorities.

“But even if you are Covid positive because the teachers in polling places will not know that you are positive, you have a body temperature of more than 37 degrees [Celsius], [with] cough and other symptoms, you will still be allowed to vote,” Garcia said.

He said that before one is allowed to enter the precinct, his or her body temperature would be checked and all those with temperatures of more than 37 degrees and with symptoms of Covid-19 would be brought to an isolation polling precinct where they would be allowed to cast their ballot.

Elections on

Garcia said this week that a Covid-19 outbreak will not stop the scheduled elections on May 9, nor stop the 64.4 million registered voters from casting their ballots.

Garcia said that a Covid surge in a particular area, under the law, is not classified as “force majeure,” like massive floods and earthquakes and other acts of nature.
