The Ministry of Economy and Finance (MEF) has established the Central Public-Private Partnerships Unit (CPU) to promote, coordinate and manage projects using the Public-Private Partnerships (PPP) mechanism that comply with innovative and effective practices and contribute to supporting the sustainability of long-term economic growth by increasing Cambodia’s competitiveness. The CPU acts as a gatekeeper of PPP Projects and work with government ministries and institutions to facilitate proper project identification, selection, prioritization, preparation, appraisal, procurement and implementation.
The CPU of the MEF is intended to recruit qualified national individual consultants (contracted staffs) for the positions: 1) General Affairs Officer; 2) National PPP Analysts and 3) National Procurement Specialist in the CPU.
The selection procedure will follow the Government’s SOP.
The objective of this vacancy is to support the operations to enhance the capacity of the CPU to coordinate and manage PPP public investment projects in Cambodia which includes, among others, the review and analysis of pre-feasibility and feasibility studies; their analysis (mostly financial and commercial aspects) to determine suitability for procurement through PPPs; procurement of PPP contracts; and monitoring and reporting of PPP projects.
