Governments across the globe are in a quandary over how long they can keep their lockdown measures without causing permanent damage to the economy.
Some form of lockdown covers half of the planet—a response to the coronavirus pandemic (COVID-19) outbreak that has already killed over 46,000 people. The restrictions aimed at containing the outbreak have disrupted supply chains, virtually stopped air travel, left millions of workers jobless and sent the global economy into a vicious recession.

 A modified quarantine scheme in which public transportation may be allowed to bring workers to their job sites could be one of the preferred options. The government, however, must conduct more extensive COVID-19 testing procedures to keep the virus curve in check and preserve the gains during the quarantine period.Keeping the population healthy and safe from the virus is a tough task in the absence of a vaccine that can finally stop COVID-19. Equally daunting is keeping the economic afloat at the same time in order to preserve jobs and provide incomes to the displaced workers. These are tough choices that policy makers should carefully weigh.

Words of comfort

Gripped in a crisis the dimensions of which are unprecedented and therefore frighteningly unknown, people naturally look to government for comfort. They are floundering and have to regain their footing. They need to be apprised of the enemy and of the ways, if any are planned, to bring it to heel.

Presidents are constantly called upon to exercise leadership and statesmanship, and especially so during times of crisis: That’s the nature of the beast. In the United States, it’s said that President Franklin Delano Roosevelt got the American people through two of the gravest crises in modern history—the Great Depression in the 1930s and World War II in 1939-45—with the help of a series of speeches regularly aired on radio.

“Fireside chats,” the speeches were called, although he delivered them behind a desk at the White House on which lay mics of the various news networks. The term, coined by a reporter, conveyed the sense of comfort evoked by FDR in regularly addressing his constituents and discussing such pressing matters as unemployment, the drought plaguing farming, and the war against fascism in Europe.

It is of course futile to dare hope for anything like it in these parts.

Don’t worry, the Philippine National Police assured the public yesterday – President Duterte was simply stressing a point. The PNP, according to its chief Gen. Archie Gamboa, isn’t about to carry out any order to shoot dead those who disrupt peace and order during the enhanced community quarantine.

The battle against COVID-19 is being fought on several fronts, and will be won only through a unified approach. Exploiting a serious national emergency to advance a different agenda is condemnable. The battle cry must be taken to heart by all: we heal as one. / The Philippine Star

EDITORYAL – Babala sa mga kurakot ng pondo at relief goods

May mga barangay kapitan na inirereklamo ng mga residente dahil daw hindi pa sila naaabutan ng tulong. Kung ‘yung ibang barangay daw ay ilang beses nang nakapagbigay ng relief goods, sa kanila raw kahit karampot na bigas ay wala pang dumarating. Marami na ang dumadaing na wala nang maisaing dahil wala na silang pambili dahil nawalan na sila nang pagkakakitaan mula nang ipatupad ang enhanced community quarantine (ECQ) noong Marso 16. Kahit mga jeepney at bus driver ay umaaray na sapagkat natigil ang kanilang biyahe dahil sa ECQ. Ang inaasahan nila ay ang sinasabing tulong mula sa local government units (LGUs) subalit wala silang natatanggap. Meron din daw cash na matatanggap subalit marami ang napapailing sapagkat kung ang bigas at sardinas ay wala silang natatanggap, cash pa kaya.

Nararapat din namang imbestigahan ng Presidente ang reklamo na may mga barangay chairman na inuunang bigyan ng relief goods ang kanyang mga kamag-anak at supporters. Mayroon ding reklamo na binabawasan ng chairman ang mga naka-pack na relief goods at inilalagay sa kanyang sari-sari store. Dapat parusahan ang mga opisyal ng gobyerno na kinukurakot ang pondo at relief goods para sa mamamayan. Hindi lang sana pawang banta ang Presidente kundi gawin niya para hindi pamarisan ang mga kurakot na government at barangay officials. / Pilipino Star Ngayon
